The NMLS Federal Registry is the system of record federally chartered or insured institutions and their mortgage loan originators (MLOs) must use to meet the registration requirement.
MU4R Requirements
The MU4R must be submitted through the Nationwide Mortgage Licensing System & Registry (NMLS) by either the employing institution or the individual MLO. In either case, the MLO must attest to his or her information before the MU4R can be filed.
Federal Registration Requirements for MLOs
Federally chartered or insured institutions and their mortgage loan originators (MLOs) must be registered in NMLS. The chart below provides information pertinent to Federal Registrants’ requirements under the SAFE Act (Regulation G) and LO Compensation Rule.
Request an Individual NMLS Account
If you are a Mortgage Loan Originator, Control Person, Qualifying Individual, or Branch Manager, you need an NMLS Account to create and attest to your record in NMLS.
Granting Access to Your Company
Provide your company access to your NMLS record so that they can sponsor your license (if their license is managed through NMLS).
Attesting to MU4R
If you are a Mortgage Loan Originator (MLO) and your employer has initiated a MU4R filing on your behalf, you will need to log into NMLS and review and confirm your information is true and accurate before your employer can submit the filing.
Institution-initiated MU4R
If you are a mortgage loan originator (MLO) and your institution has initiated a MU4R Form on your behalf, but you will be paying the registration fee, you will need to log into your NMLS account, review the filing, submit your MU4R Form, and remit payment.
MLO-initiated MU4R
If you are required by your employer to complete and submit your own Form MU4R, the instructions below will help you complete this task.
Criminal Background Check
Prior to registration, mortgage loan originators (MLOs) must submit fingerprints to NMLS (unless they already have fingerprints on file with NMLS) and authorize NMLS to process a criminal background check (CBC) with the FBI. The results of the CBC are returned to the employing institution through NMLS.
Viewing Your Registration Status
You can use the Federal MLO Registration List in NMLS to view the status of your MU4R. Each time the registration status is updated in NMLS, you will receive a system generated e-mail detailing the status change.
Amending an MU4R
An MU4R may require amendment for any of the following reasons: revisions required by your employer; changed information on your record; events occur requiring updates to disclosures.
MLO Mergers and Acquisitions
Once your institution has gone through the Mergers & Acquisition process in NMLS and has indicated your transfer of employment, you will receive a system generated email instructing you to log into your individual NMLS account and accept or deny the transfer.
To fulfill the requirements of the Consumer Financial Protection Bureau’s (CFPB’s) Regulation G, the NMLS Federal Registry collects information regarding disciplinary actions covered by the disclosure questions that individual mortgage loan originators (MLOs) are required to complete, and update as necessary, as part of the SAFE Act federal registration process.
Disciplinary Actions Reference Guide
Federally registered mortgage loan originators are required to use NMLS in order to provide information regarding Disciplinary Actions covered by the MU4R’s Disclosure Questions.
As a federally registered MLO, you renew your registration annually in NMLS during the November 1–December 31 renewal period. Your employing institution initiates the request, and you must log in and attest to your record to complete renewal. If you do not renew by December 31, your status becomes Inactive – Failed to Renew and can be reactivated later.
Individual Renewal
As a federally registered MLO, you renew your registration annually in NMLS during the November 1–December 31 renewal period. Your employing institution initiates the request; you must log in and attest to your record to complete renewal. If you do not renew by December 31, your status becomes Inactive – Failed to Renew and can be restored later through reactivation.
Individual Reactivation
If your individual MLO registration status is Inactive – Failed to Renew, your employing institution can reactivate your registration through NMLS. The institution must initiate the process before you can complete Reactivation.
Payments submitted through NMLS can be made using Visa®, Mastercard®, or ACH (Automated Clearing House).
Automated Clearing House (ACH) Payments
Using ACH payments with NMLS, including vendor information for payment routing.
Correcting Failed Payments
If the payment submitted fails, a system generated notification is sent indicating that the payment has failed. You are required to log in to NMLS to repay.

Benefits of Electronic (Live Scan) vs. Paper Card Fingerprint Capture
When searching for a fingerprinting location, the results returned by the search use the address you provide and display either (1) Live Scan locations only or (2) Live Scan and Paper Card locations. As illustrated below, fingerprint capture via Live Scan costs less, can be scheduled more quickly, requires less action by the MLO, and results in fewer illegible prints than the Paper Card method.
Log In Settings Incorrect?
NMLS sets browser cookies to remember your login context (state or federal). If you choose the incorrect option when logging in and land on the state log in page instead of the federal log in page (or vice versa) you can manually delete your web browser cookies to reset your log in settings options.
Navigating Between State and Federal Contexts
