Completing the Money Services Business Call Report (MSBCR)

Create, prepare, and submit the quarterly Money Services Business Call Report (MSBCR) in NMLS, including upload options, section readiness, and final attestation.

About this task

The Money Services Business Call Report (MSBCR) is required each calendar quarter for money services businesses licensed through NMLS. Use this topic to create a new MSBCR filing, load data by CSV/XML (or enter manually), mark sections ready, and submit the report. For state-specific requirements and expectations, see the . Procedure

  1. Navigate to the NMLS Login page.
  2. Open the Filing area and select Call Reports, then choose MSB Call Report.
  3. Create the quarterly MSBCR filing.
    1. Click Create New MSB Call Report.
    2. Select the Year and Period for the quarter you are reporting.
  4. Choose how you will provide data for the MSBCR.
    • Upload via CSV
      Note: Use the MSB Call Report CSV upload template and file specifications. Correct any validation errors shown after upload and re-upload as needed.
    • Upload via XML
      Note: Use the MSB Call Report XML schema/file specifications. After upload, check the XML Upload History for status and click View Errors if status is Invalid. Re-upload after corrections.
    • Create or Edit (Manual Entry)
      Note: For manual entry, refer to the MSB Call Report practice worksheet and field definitions. Enter data directly within each section.
  5. (Optional) Add state sections (ST) if they were not included in your upload.
    1. On MSB Call Report Sections, click Add New ST, choose the state, then click Add State.
    2. Enter values for the displayed fields (for example, ST10 through ST250) and click Save and Move to Next.
      Note: Use Fill Blank Fields with Zero for non-applicable fields, as appropriate.
    3. Add any explanatory information in Comments (Optional), then continue.
    4. Review the Completeness Check and Warnings page; resolve items and return to sections.
    Note: Only include ST information for states where you are licensed to perform money services business activity.
  6. Mark each section Ready to Submit.
    1. From MSB Call Report Sections, click the Edit icon for a section.
    2. Review data and click Save and Move to Next through the section pages.
    3. Resolve items on Completeness Check.
      Note: Completeness checks must be resolved before a section can be marked ready. Warnings allow readiness but typically require an explanatory note.
    4. Click Mark as Ready to Submit. Confirm that the section shows a Ready to Submit status.
    5. Repeat until all required sections show Ready to Submit.
      Note: Use Mark All as Ready to set all ST and TD-B sections without checks/warnings to ready in one action.
  7. Run the overall completeness check and submit the MSBCR.
    1. Click Completeness Check and Submit at the bottom of MSB Call Report Sections.
    2. Resolve any remaining completeness checks. (Optional) Click Preview MSB Call Report Submission to review the full report.
    3. Select the attestation checkbox and click Attest and Submit.
    Note: After submission, the filing shows a Processed status. To make changes, follow the amending process for a processed MSBCR.
