Company Licenses Description Requirements Checklist
Appraisal Management Company Registration Any person or entity, not exempt pursuant to the Appraisal Management Company Emergency Act of 2019(“Act”), wherever located, responsible for conducting appraisal management services in the District of Columbia.
Automated Teller Machine Operator License This license is required of any person, not exempt pursuant to Title 26C of the District of Columbia Municipal Regulations § 1800.2, who operates an automated teller machine or point of sale terminal in the District of Columbia, shall obtain a license from the District of Columbia Department of Insurance, Securities and Banking (DISB).
Check Casher License This license is required of any person not exempt pursuant to D.C. Official Code § 26-303, that engages in the business of cashing checks shall obtain a license from the District of Columbia Department of Insurance, Securities and Banking (DISB). (More Details)
Exempt Company Registration Any entity that employs or will employ District licensed mortgage loan originators and that is exempt, or otherwise not required to obtain a Mortgage Lender/Broker/Dual Authority license pursuant to Chapter 11, Title 26 of the D.C. Official Code may voluntarily register with the District of Columbia (District) Department of Insurance, Securities and Banking (DISB). This registration is optional.
Money Lender License This license is required of any person, firm, voluntary association, joint-stock company, incorporated society, or corporation, not exempt by D.C. Mortgage Broker License This license is required of any sole proprietor or entity that, for compensation or gain, or in the expectation of compensation or gain, directly or indirectly accepts or offers to accept an application for a mortgage loan, solicits or offers to solicit a mortgage loan on behalf of a borrower, or negotiates or offers to negotiate the terms and conditions of a mortgage loan on behalf of a lender. Mortgage Dual Authority License This license is required of any sole proprietorship or entity that engages in mortgage lending and mortgage brokering activity involving residential property in the District of Columbia. (More Details)
Mortgage Lender License This license is required of any sole proprietorship or entity that makes a mortgage loan to any person; or engages in the business of servicing mortgage loans for others or collecting or otherwise receiving mortgage loan payments directly from borrowers for distribution to any other person. Retail Seller and Consumer Sales Finance License This license is required of any person or company engaged in the District in the business of: 1) selling consumer goods or services involving retail installment transactions; or, 2) regularly purchases retail installment contracts or evidence of indebtedness arising from retail installment transactions. Student Loan Servicer License Any person or entity, not exempt pursuant to the Student Loan Ombudsman Establishment and Servicing Regulation Amendment Act (D.C. Official Code §§ 31-106.01 and .02), wherever located, responsible for the servicing or any student education loan to any student loan borrower. Note: “Student Loan Servicing” is defined in D.C. Official Code Sec. 31-101 (11).
Branch Licenses Description Requirements Checklist
Automated Teller Machine Operator Branch License This license is required of each branch location of a licensed automated teller machine operator, not exempt pursuant to Title 26C of the District of Columbia Municipal Regulations § 1800.2, shall obtain a license from the District of Columbia Department of Insurance, Securities and Banking (DISB).

Student Loan Servicer Branch License Each branch location of a licensed student loan servicer, not exempt pursuant to D.C. Official Code Sec. 31-106.02(b) that engages in student loan servicing activity shall obtain a license from the District of Columbia Department of Insurance, Securities and Banking (DISB). This license should only be applied for by a company that also holds or is applying for DC Student Loan Servicer License.
Individual Licenses Description Requirements Checklist
Mortgage Loan Originator License This license is required of any person who, on behalf of a District of Columbia mortgage lender, mortgage broker, or mortgage dual authority licensee, takes a residential mortgage application; offers or negotiates terms of a residential mortgage loan; or solicits or offers to solicit a mortgage loan on behalf of a borrower for compensation or gain.
