Company Licenses Description Requirements Checklist
Debt Adjuster License This license is required of any person or company that is engaged in the business of debt adjustment for direct or indirect compensation for services conducted in this state or on behalf of a debtor located in this state. o Providing debt management advice or counseling o Creating debt adjustment contracts, including debt settlement plans o Negotiating with one or more creditors o Acting as an agent of a debtor or as an intermediary between debtor and creditor o Intermediary includes engages in the business of mortgage loan loss mitigation if not subject to NH RSA 397-A
Exempt Company Registration This registration is available for any company that employs state-licensed mortgage loan originators but the company is not required to be licensed under the laws of New Hampshire. This registration is optional and is intended for companies that wish to manage their mortgage loan originator in NMLS. Please consult the state regulator before applying for this registration.
Money Transmitter License This License is required of any person or company engaged in the business of conducting Money transmission. "Money transmission" means engaging in the business of selling or issuing payment instruments or stored value, or receiving currency or monetary value for transmission to another location.
Mortgage Banker License This license is required for the principal office location of a company or sole proprietorship who, for compensation or gain, or in the expectation of compensation or gain, either directly or indirectly engages in the business of making mortgage loans secured by real property located in New Hampshire. This license permits mortgage bankers to engage in mortgage broker and mortgage servicer business without obtaining separate licenses. (More Details)
Mortgage Servicer License This license is required for the principal office location of all mortgage servicing companies for themselves or on behalf of the holder of a mortgage loan, holds the servicing rights or records such payments on its books and records and performs such other administrative functions as may be necessary to properly carry out the mortgage holders’ obligations under the mortgage agreement including, when applicable, the receipt of funds from the mortgagor to be held in escrow for payment of real estate taxes and insurance premiums and the distribution of such funds to the taxing authority and insurance company.
Mortgage Broker License This license is required for the principal office location of a company or sole proprietorship who for compensation or gain, or in the expectation of compensation or gain, either directly or indirectly engages in the business of brokering mortgage loans secured by real property located in New Hampshire.
Motor Vehicle Retail Seller License This License is required of any person or company who sells a motor vehicle in this state under or subject to a retail installment contract.
Motor Vehicle Sales Finance Company License This License is required of any person or company that will engage, in whole or in part, directly or indirectly, in the business of providing motor vehicle financing in this state to one or more retail buyers, or in the business of purchasing retail installment contracts from one or more retail sellers.
Small Loan Lender License This License is required of any person or company engaged in the business of making small loans, title loans, and payday loans. This includes: • Acts or offers to act as an intermediary, finder or agent for the purpose of negotiating, arranging, finding or procuring loans or commitments for loans. • Performs services or any of the business functions auxiliary or supplemental to the production, distribution or maintenance of loans for a lender. • Holds the servicing rights to a small loan or records small loan payments on its books and records and performs such other administrative functions as may be necessary to properly carry out the debt holders obligations under a loan agreement. out the debt holders obligations under a loan agreement.

Only branch office locations that will be located in the State of New Hampshire would need to be licensed. "Branch office" does not include a person's principal office location.
Mortgage Banker License (Branch) A location of a mortgage banking company which is identified by any means to the public as a location that engages in the business of banking, brokering or servicing mortgage loans secured by real property located in the state of New Hampshire. This does not include the company’s principal office location.
Mortgage Servicer Branch License A location of a mortgage servicing company which for itself or on behalf of the holder of a mortgage loan and which is identified by any means to the public as a location of a mortgage servicing company that engages in the business of servicing mortgage loans secured by real property located in the state of New Hampshire. This does not include the company’s principal office location.
Mortgage Broker License (Branch) A location of a mortgage brokering company which is identified by any means to the public as a location that engages in the business of brokering mortgage loans secured by real property located in the state of New Hampshire. This does not include the company’s principal office location.

Individual Licenses Description Requirements Checklist
Exempt Mortgage Loan Originator Registration This registration is required of employees of any federal, state, or local governmental agencies, instrumentalities, and corporations who act as loan originators pursuant to their official duties as employees of the entities. These government entities promote affordable housing improvement assistance, education or similar services.
Mortgage Loan Originator License This license is required for all individuals who for direct or indirect compensation or gain or in the expectation of direct or indirect compensation or gain, takes a mortgage application or offers, negotiates, solicits, arranges, or finds a mortgage loan or who assists a consumer in obtaining or applying to obtain a mortgage loan by, among other things, advising on loan terms (including rates, fees, and other costs), preparing loan packages, or collecting information on behalf of the consumer with regard to a mortgage loan or who offers or negotiates terms of a residential mortgage loan. A sole proprietor licensed as a mortgage broker, mortgage servicer, or mortgage banker shall also obtain a license as a mortgage originator prior to engaging in the activities of a mortgage originator.
